Abstract: Abstract Following receipt of Sir Gordon Borrie’s letter, the Monopolies and Mergers Commission (MMC) established a panel to undertake the beer inquiry, announcing its members on 8 September 1986. The Chairman was to be Dick Smethurst, who had been a Commissioner since 1978 and a Deputy Chairman since 1986. An economist at Worcester College, Oxford, he was to leave the Commission a few months after the publication of the report of this inquiry.
