Abstract: Abstract I have a friend Rob who works for the state parks bureaucracy in Michigan. The state has been very concerned recently with the large number of boating accidents that occur on state lakes and wishes to reduce this number. That’s where my friend comes in. His boss asked him to help determine some ways to reduce the number of boating accidents in the state. Rob was excited about this assignment. This was a chance for him to impress his boss by solving a serious problem.
