Chapter 9 in Market Failure, Government Failure, Leadership and Public Policy, 1999, pp 183-190 from Palgrave Macmillan

Abstract: Abstract The primary subject of study in this book has been the conceptual frameworks that shape both the understanding policymakers have of the appropriate role of the state in a mixed economy and the principles and rules that guide them in the formulation, implementation and evaluation of public policy. The term ‘policy paradigm’ has been used to define these conceptual frameworks.
