Abstract: Abstract An extraordinary change has taken place across the whole of the European Union over the past quarter of a century. It has been the huge growth in unemployment, matched by the fatalism with which this has been accepted by most of the population. When pollsters ask what respondents think is the most important problem facing the EU, the majority put unemployment high on the list, and often at the top. There is, however, little sign that this concern is being translated into effective action at the policy level. Indeed, there are ominous signs that unemployment problems across Europe may well be on the point of becoming even worse than they are at present.
