Abstract:
Abstract All the countries in transition, especially the CSR, suffered from labour shortages during the communist regime. Reformers, and also the public, knew that with transformation to a market economy labour shortages would turn into unemployment. Some reformers even went so far as to see in unemployment an indicator of the progress in transition. One Czech minister noted that 8 per cent unemployment would indicate that the republic was on the right path to a market economy.
