Abstract:
Abstract The European Union, as part of the evolution of the EU as a political organization, has integrated collaborative programs and funding into its support of research and technology development. The European Union’s relationship with its member states requires that it focus its funding on collaboration, funding cross-national partnerships which are beyond the scope (or political will) of national governments. Even within national governments, however, collaboration is now a major focus of innovation policy. In particular, there is the perception that the “mental gap” between the public and private sectors in research collaboration is greater in Europe than in the United States or Japan.
