Abstract:
Abstract Argentina had many of the necessary elements for dynamic e-Development — a relatively modern telecommunications infrastructure (see Table 9.1), the highest per capita GDP and second-highest life expectancy in Latin America, high literacy rates, well-trained human capital, ICT market open to competition, and appropriate regulatory framework to attract foreign direct investment. The impressive growth of the ICT sector in the 1990s stumbled, however, due to current economic crisis, largely caused by badly structured government fiscal policy.
