Abstract: Abstract There has been a great deal of talk about lifelong learning and competence development during the past few decades. But very little has happened for blue-collar employees or for those with a weaker position in the labour market. In fact, the amount of training paid for by employers has diminished during the last decade in Sweden (LO Report, 2001, 2002).
