Abstract:
Abstract Once, when asked to address the annual conference of Euratex, the European Apparel and Textile Association, Sir Leon Brittan stated: ‘the textile industry is a normal industry’. This was a shock for the audience; they were not ready to accept this statement, embedded as they were in a special trade regime, the Multifibre Agreement, a system of quantitative limitations being an exception to GATT/WTO rules (Blokker, 1989; Scheffer, 1992).
