Abstract:
Abstract The European Union and NATO have paid special attention to energy security since 2005. When, from December 2005 to January 2006, Russia greatly increased gas prices to Ukraine, the European governments realized the great importance of oil and gas producers in influencing the policies of consumer states. After this incident, a similar event took place between Russia and Belarus. Later on, the creation of a gas cartel was proposed, including as possible participants Russia, Algeria, Iran and Qatar.
