Abstract:
Abstract Mr K. joined the Ministry in 1977 at the age of 22 on graduating from the Law School at Tokyo University with little preconceived enthusiasm (so he recalls) for dedicating himself to koeki. He had not thought much about what working in a public organization such as a government ministry might mean compared to working in private business, practising law as a solicitor, or researching and teaching in a university.
