Abstract: Abstract The GPO industry’s voluntary code of conduct, HGPII, or the Initiative, was introduced in April 2005. During the fourth Senate Subcommittee hearing1 the industry’s sole spokesperson, Mr. Richard Bednar made strong assertions to the committee as to the scope of the Initiative and the prospect of its effective implementation. It was also stated that this Initiative was one of the most innovative and far-reaching efforts on the part of the GPO industry and that this Initiative could serve as an exemplary role model of cooperative voluntary effort toward self-regulation on the part of the private sector organizations. The industry also claimed that the involvement of the top management of the industry’s leading GPOs would ensure maximum compliance and thereby make any mandatory, government sponsored, monitoring unnecessary.
