Abstract: Abstract To be successful, an FDI strategy must be based on realistic objectives concerning annual inflows, targeted TNCs and sectors to be developed in Russia’s key economic areas. Foreign investment operations must also be in line with Russia’s overall socioeconomic goals and global aspirations. FDI targets should therefore be embedded in the national goals that determine the country’s long-term orientation and ambitions. Compatibility between FDI targets and national goals will prevent discord between planned FDI actions and other important policy areas. In turn, clear FDI targets will allow policy-makers to adjust other policies, which would otherwise hinder FDI enhancement.
