Chapter 6 in Regionalism among Developing Countries, 2000, pp 97-112 from Palgrave Macmillan

Abstract: Abstract The degree of formal integration varies much more widely among the various groups than the formal distinction between free trade areas and customs unions might imply. After describing the EU, which has integrated all forms of trade, this chapter looks at the other groups, first those with the least formal integration. Then some common elements are discussed: rules of origin, the use of mechanisms like safeguards and anti-dumping, and the allocation of tariff revenue among the members of customs unions. Table 6.1 summarizes the objectives of the groups.
