Abstract:
Abstract The agrarian reform that took place throughout the 1980s in El Salvador and its continuation in the 1990s is generally considered unsuccessful and restricted in nature, and is plagued by inefficiencies and internal as well as external constraints (Diskin, 1989; Reinhardt, 1989; Montoya, 1991; Acevedo et al., 1995). Nevertheless, a recent study has suggested a reconsideration and deepening of this reform, paying due attention to the elimination of institutional constraints. Complementary sectorial and macro policies could play an important role, while the effects of economic and political variables should be considered as well (Pelupessy, 1997: 268–9).
