Abstract:
Abstract Third World economies in a period of four to five decades have gone through different phases in their development. Influenced by the experience of post-Second World War recovery of Germany and Japan under the Marshall Plan and by the early thinking of Development Economists, governments of TW countries were led to adopt growth-oriented policies. Thus the first phase of development following World War II resulted in growth without development. Development according to this study (Chapter 3) combines economic growth with well-being, where the emphasis is on enhancing capabilities through the provision of basic services such as education, health, housing, etc. This emphasis on basic development occurring in the mid-1960s, considered the second phase, also recognized the need to change the attitudes and values of these societies from traditional to modern, so that they could acquire the capability to manipulate their physical, economic and social environment.
