Chapter 2 in The Economic Effects of Trade Unions in Japan, 2000, pp 13-39 from Palgrave Macmillan

Abstract: Abstract A fairly long time has passed since the following statement, ‘The rate of trade union participation declined continuously in Japan’, was provoked. No serious discussion on policy recommendations to prevent it from declining has taken place either among union members, or among outside concerned people. One of the causes for the lack of discussion is that employees are not dissatisfied with the current working conditions. We do not fully share this interpretation, as will be explained later. It is predicted that the union participation rate will continue to decline unless strong measures are adopted, or workers’ consciousness changes drastically. It is crucial to recognize the reasons for the declining trend in union participation in order to prepare policy considerations. Therefore, this chapter presents various issues which are related to possible causes for the declining trend, and some evidence which can be useful to argue policies. This chapter also serves as an introduction to subsequent chapters.
