Chapter 5 in Poverty from the Wealth of Nations, 2000, pp 94-119 from Palgrave Macmillan

Abstract: Abstract We will now construct a global map of sovereignty during industrial epoch I, describing the variations in sovereignty across different countries. A review of the historical evidence reveals a strong correlation across countries between sovereignty and economic policy regimes during this period.
