Abstract: Abstract In 2006, all UN member states made a commitment at the United Nations General Assembly Special Session on HIV/AIDS to sharply scale up their HIV/AIDS responses and provide universal access to HIV prevention, treatment, care, and support services by 2010 (WHO 2007). Largely due to the subsequent massive rollout of antiretroviral treatment (ART), the total number of deaths from AIDS declined from 2.2 million in 2005 to 1.8 million in 2010, and 2.5 million deaths were averted between 1995 and 2010. By the end of 2010, an estimated 6.6 million of the 14.2 million people (47%) eligible for treatment in low- and middle-income countries received ART (UNAIDS 2011a, pp. 6, 19). In Sub-Saharan Africa, 56% of people needing treatment in 2011 were receiving it, 19% more than in 2010 — more than in any other region (UNAIDS 2012, p. 19); the total number of new infections decreased from 2.6 million in 1997, when the epidemic peaked, to 1.8 million in 2010, and in 22 countries HIV incidence fell more than 25% between 2001 and 2009 (UNAIDS 2011a, p. 7). A recent study in Uganda estimated that life expectancy of people living with HIV/AIDS (PLWHA) taking ART increased to nearly normal levels (Mills et al. 2012).
