Abstract:
Abstract The starting point of this chapter is the observation that several recent developments have underscored the need for an improved theoretical framework for the most appropriate way to accommodate population diversity within plural states. One only needs to think of the disasters in Rwanda, the former Yugoslavia, and the Molluk Islands to be convinced that a different, more comprehensive approach is necessary.
