Abstract:
Abstract This chapter focuses on the drivers of change impacting on spheres of people, resources, economy and technology covered in Chapter 1. These include: (1) the emergence of logistics as a turning point; (2) changes in mobility and connectivity; (3) ownership and financing arrangements; (4) interactions between knowledge and culture; (5) advances in risk management tools and approaches; and (6) demands for ethics and accountability. The main focus is openness to dealing with tectonic change. The Jamuna Bridge case illustrates the dynamics of change impacting people, technology, natural resources, and economy. The role of stakeholders in shaping decisions is introduced, including local and international NGOs and local and central governments, as well as multilateral and bilateral aid agencies, and the executing agencies and managers from distributed loci of decision-making. Specific skills introduced are: (1) identifying the global constraints impacting individual stakeholder strategies; (2) extracting the key elements needed for effective engagement with stakeholder groups; (3) identifying the options for dealing with areas hard to predict; (4) capacity to anticipate and respond to actions of different agents, leading to global properties affecting a decision process; and (5) practicing “emphasizing and integrating actions of others” in a structured setting of dialogue and negotiation.
