Abstract: Abstract Moscow, 2012. I stood at the lectern before the Duma and wondered what I was doing there. Nobody in Washington had ever asked me to testify before my own nation’s congress on China, Vietnam, Nepal, on development policy, or fusion economics for that matter. But here I was before Russia’s parliament—the Duma—presenting my views on the World Trade Organization (WTO).
