Chapter 14 in Introduction to Macro-Economics: A Workbook, 1973, pp 70-73 from Palgrave Macmillan

Abstract: Abstract In Chapter 11 we analysed the effect on AD of government spending and taxation. It showed that a government cannot avoid having a fiscal policy. A budget which left AD unchanged would simply imply that the government considers that existing measures are working satisfactorily.
