Abstract: Abstract We have said in Chapter 1 that the usual major objective of a measurement and control programme is to supply management with an effective means of continuously controlling staff-related overhead. Although the techniques and programmes examined in this book could simply be used to produce a short-term manpower budget resulting in reductions in administrative overhead without further consideration for the future, it is clear from consideration of all the investigations that this is not really an economic use of these programmes.
