Abstract: Abstract ‘Socialisation’ implies that nationalisation should amount to more than simply a change in the ownership of an industry. One aspect of socialisation has historically commanded universal support within the Labour Movement: the notion that public ownership should act to the benefit of the workers in the industry. Unfortunately it in this aspect of the performance of publicly-owned industry that has caused the biggest disappointment to its ideological advocates. Although no supporter of nationalisation would argue that the public corporations have been worse employers than their counterparts in the private sector, most would agree that the transformation in the relationship between man and management that had been expected has not taken place.
