Abstract:
Abstract The case studies set out in this chapter are intended to illustrate some of the problems inherent in developing a policy for common ownership in the 1970s. The collapse of Rolls-Royce occurred when a Conservative Government was in power; the problems of change in the Steel Industry have remained throughout Labour and Conservative administrations; the resurgence in interest in worker cooperatives has taken place under a Labour Government. Taken together, they illustrate the fragility of any industrial policy based on an over-dogmatic approach. They also demonstrate that events have a way of running ahead of policy formulation.
