Abstract: Abstract On 5 April 1943, a few days after President Roosevelt decided against any publication, the London Financial News carried on its front page full details of the American plan. In addition to a very compact and accurate summary, there were many authentic provisions of the White plan. The text was immediately cabled back to the United States by press correspondents.
