Abstract:
Abstract In attempting an energy perspective for the European Community we base our view on the year 1973, but we do, of course, look backward to 1973, a milestone in modern energy history, and forward into the 1980s, to speculate on where the Community’s energy policy, in cooperation with the energy policies of the Member States, may be headed. We look at the political as well as the economic realities, at the interaction of economic constraints with policy decisions, and at how a still developing Community energy policy is being formed.
