Abstract:
Abstract A major theme of this book is that there is considerable scope for substituting licensing for FDI. It is not claimed that licensing can be a perfect substitute for FDI, either now or in the foreseeable future. Rather there is a margin at which the costs and benefits of licensing versus FDI are equalised, and on social criteria this margin is more favourable to licensing than present practices would suggest.
