Abstract:
Abstract It is clear from the abundance of theories concerning the policymaking process that there can never be a single simple answer to questions about where policy originated, how it developed or why one option was chosen rather than another. However, a close look at one particular British policy decision may help to narrow down the field of possible theories to those that are most useful.
