Abstract: Abstract Foreign trade can neither function nor grow if it has no clear-cut system of management. In practice this means creating efficient channels of control between the steering system and that which is to be steered, defining the forms and methods for steering the various aspects of foreign trade activity, and establishing rational and efficient quantitative and qualitative links between the various elements of the system.
