Abstract:
Abstract In a study which is based on scattered evidence, the assessment of costs and benefits must be even more tentative than the empirical conclusions. The author may, therefore, be forgiven if he does not commit himself to a net weighing of these costs and benefits, but satisfied himself with an iteration of the most important relevant considerations.
