Abstract:
Abstract By the time of the industrial conference, industry was already in severe crisis. The official statistics acknowledged that Vesenkha production fell by 12.8 per cent in January and a further 6.2 per cent in February. This was partly the normal decline to be expected in mid-winter, and partly a reaction to the great push of the October-December quarter. But the decline was much greater than in previous years. [1] Nearly all major industries were affected, especially coal and iron and steel. Coke production in January fell by as much as 61.1 per cent, [2] a decline without precedent since the civil war.
