Abstract: Abstract The pattern of contracts is related intimately to the pattern of productive relationships: given planned objectives, undertakings can afford to discriminate in making contracts with other organizations only to the extent that they can themselves produce what they need. In this field too there has been a certain divergence of viewpoint between government and industry.
