Chapter 1 in Public Expenditure Policy, 1985–86, 1985, pp 1-33 from Palgrave Macmillan

Abstract: Abstract The Government’s expenditure plans to 1987–88 are contained in their 1985 White Paper (Treasury (1985)(a), Cmnd 9428). Though the broad thrust of each expenditure programme (see Table 1.1) survived the Chancellor’s Financial Statement and Budget Report (FSBR) (Treasury (1985)(b) some two months later, a significant addition of £2 billion was made to the Reserve. The Reserve is a cash cushion against underestimation of the foreseeable and surprise from the unexpected. The two documents cited above are the visible pinnacles of activities which determine the government’s claim to, and disposition of, resources. They form the raw data of the analysis contained in this and subsequent chapters. By themselves they are insufficient to appreciate the issues of public policy and the choices being made, both between programmes and within them. Further information needs to be brought into the frame and this is done by our contributors. Of comparable importance to the decision about programme expenditure is the policy process that leads to the decision about the overall scale of government expenditure.
