Abstract:
Abstract One valid early criticism made about the concept of a British Transport Commission was obviously that, immune from competition, this giant might exhibit all the characteristic vices of a monopoly; its charges might be excessive and its services deficient in both quantity and equality. The Transport Act attempted to rebut this argument by providing user safeguards. The Transport Tribunal was required to approve the BTC’s Charges Schemes; and a network of consultative committees would act as watchdogs of service quality on behalf of users.
