Abstract: Abstract The Latin American debtor countries are trying to find the way out of the so-called debt crisis, which has been so traumatic to both debtors and creditors. In 1984 there was progress on this issue. Venezuela came near to finalising a major loan restructuring, which was a milestone on the way to a normalisation of relations with the international financial community. I think it thus appropriate to review the developments in the Venezuelan economy, to discuss the basic principles of the debt restructuring and finally to make some general observations about Latin America and its place in the world economic and financial community.
