Abstract: Abstract In 1979 Mrs Thatcher came to power, Within a short period of time it became apparent that her government suspected that the public sector was inefficient, not because it had been the victim of insufficient funding, but because it had, throughout much of the postwar period, suffered from a lack of managerial incentives and clearly defined commercial objectives.
