Abstract: Abstract The theory of economic integration has evolved, almost exclusively, from discussion of post-Second World War developments: the formation of the European Community (EC), the European Free Trade Association (EFTA), and the Council for Mutual Economic Assistance (CMEA, or COMECON, as it is generally known in the West). The literature to date is certainly biased towards common markets in the ‘advanced’ or ‘industrial’ economies — see the references cited by Lipsey (1960), Corden (1965; 1984), Krauss (1972), Robson (1983; 1985), El-Agraa and Jones (1981) and El-Agraa (1982; 1988). This is in spite of the fact that the East African Community (EAC) was one of the poineers in this field, although the EAC was formed for colonial administrative convenience rather than as a voluntary association of independent nations (Hazlewood, 1967).
