Abstract: Abstract Although the Department of External Affairs has since 1980 situated the concept of security at the centre of the framework guiding Canadian policy in the Commonwealth Caribbean, the strengths and weaknesses of this approach have not received systematic attention in the scholarly and non-academic communities. Kari Levitt and other authors have, of course, written excellent comprehensive studies of relations between the West Indies and Canada; others have analysed specific policy areas related to the security of the Commonwealth Caribbean.1 These studies have not, however, fully dealt with the dilemmas underlying the formulation of policy in the field of security, dilemmas which have been brought to the fore by certain recommendations in the report of the Commonwealth Consultative Group on the Special Needs of Small States.2
