A chapter in Global Protectionism, 1991, pp 37-39 from Palgrave Macmillan

Abstract: Abstract This is an excellent paper. It examines the pattern of tariff and non-tariff protection in manufactured goods in the United States during the past decade or decade and a half, and builds on and extends the previous work by Professor Ray on the same topic. My comments are organised into four parts: (1) summary of the most important results of the paper; (2) examination of some (perhaps inevitable) econometric weaknesses of the paper; (3) possible reasons for these weak econometric results; and (4) suggestions for further research in this field.
