Abstract:
Abstract By now most people who have been familiarised with the concept of industrial targeting assume that a study of the institutions involved must focus primarily on the Ministry of International Trade and Industry. Most of those for and against the practice regard it not only as the mainspring but as almost the only source of such activities. An objective view of the situation provides very different insight.
