Abstract:
Abstract In a recent collection of essays, Ott, Hyde and Shafritz (1991, p. ix) provide a working definition of public management: The term public management refers to a branch of the larger field of public administration or public affairs. It is the part of public administration that overviews the art and science of applied methodologies for public administration program design and organizational restructuring, policy and management planning, resource allocations through budgeting systems, financial management, human resources management, and program evaluation and audit.
