Abstract: Abstract Prior to 1990, the technology of Vietnam’s Post and Telecomunications (P&T) network was very backward. The switching systems throughout the country were all rudimentary electromechanical automatic exchanges, single station. The automatic exchanges, which were considered to be the most modern in Vietnam at that time, were the electromechanical ones of AT2-64 and AT3-65 types made in the former German Democratic Republic (GDR). By the end of 1990 there were only about 10 000 telephones in the network, a ratio of 0.18 telephones per 100 people, one of the lowest rates in the world.
