Abstract: Abstract At first glance, the answer to the question of what strategies Europe should employ to deal with the security issues that it will confront over the next ten years seems obvious. Europe must be politically united, economically wealthy, and militarily mighty to be able to face these security issues. This apparent simplicity, however, quickly leads to complexity.
