Abstract: Abstract International banking has grown rapidly over the last three decades. Total international banking claims outstanding increased from $36 billion in 1967 to $9949 billion in 1997. A similar expansion occurred in the international bond market. New issues of international bonds averaged about $2.3 billion per year in the late 1960s. By 1996, annual new issues of international bonds had increased to $709 billion.
