Abstract:
Abstract The government has called for a debate on public expenditure. This would have to embrace not only the total level of resources that should be devoted to public expenditure but the way it is deployed to meet social objectives. Since that cannot be taken for granted either, the debate would have to cover what social aims we should be striving to achieve. A logical starting point for such a debate is what is being done at the moment and being planned for the future. To understand this we must cope with the various official planning documents and assess the environment in which these plans will come to be implemented. In the ensuing chapters this task is undertaken.
