Abstract: Abstract The theories we have examined have been at best over-simplifications, at worst products of ‘bad conscience and the evil intent of apologetic’. They were conceived in isolation from the world, developed in vacuo and, when applied by governments, had effects disconcertingly different from those anticipated.
