Abstract: Abstract A process of international industrial restructuring combined with an on-going crisis is currently taking place in Western Europe. Industries like electrical instruments, electronics, steel and ship-building are strongly affected. In a number of cases large plants have been completely closed down, pointing to a possible industrial decline of whole regions. Multinational corporations, with their capacity to concentrate and allocate their production according to comprehensive inter-regional strategies, have been a major factor in this restructuring. The workforce of these plants and the population of their surrounding regions have been confronted with a new situation owing to the mobility of multinationals.
