Abstract: Abstract If there are now signs of change in the approach that developing countries are taking towards trade policy issues and their participation in the GATT, the potential significance of these can only really be grasped by first understanding why the trade policy relationship between developed and developing countries steadily deteriorated through the 1970s and early 1980s.
